Fort McCoy's BAH Rate Is Near the Bottom of the Army Chart. Near Tomah, That's the Whole Point.

Fort McCoy's BAH Rate Is Near the Bottom of the Army Chart. Near Tomah, That's the Whole Point.

A soldier gets orders to Fort McCoy, pulls up the 2026 Basic Allowance for Housing tables, and finds the number depressing. Fort McCoy's BAH ranks 51st among all Army installations, close to the bottom of the list. For a lot of families, that first glance reads like bad news. A low BAH sounds like a sign of a weak assignment, a place where the housing market can't support much of a life.

That reaction skips a step. BAH isn't a ranking of how good an assignment is. It's a number the Department of Defense sets to match local rents and home prices in each duty station's area. A base ranks low on the BAH chart because the area around it costs less, not because it offers less. Near Tomah, that distinction is the whole story, and it's one most PCS spreadsheets never spell out.

What the Ranking Actually Measures

The 2026 BAH rates for the Sparta/Fort McCoy Military Housing Area run from $1,173 a month for an E-4 without dependents up to $2,250 for an O-7 without dependents, effective January 1, 2026. An E-5 with dependents receives $1,395 a month. Soldiers with dependents get 25 percent more than those without, across every rank.

Those figures look modest next to BAH tables for installations near Washington, San Diego, or Honolulu. They're supposed to. BAH is a cost-matching tool, not a status symbol. A lower number means the Pentagon has already priced in a cheaper local market. The question a family should be asking isn't "why is our BAH so low," it's "how far does this specific number stretch against actual homes for sale here."

The Denominator Nobody Puts on the Chart

That's where the comparison gets interesting. The median home price near Fort McCoy runs about $240,587. The national average home value sits at roughly $368,697. A family PCSing here is looking at a home price about a third below the national mark, while their BAH is calculated against that lower number, not the national one.

Zillow's most recent update, as of July 31, 2026, put the average Tomah home value at $263,176, up 3.1 percent over the past year. Redfin's data for the three months ending June 2026 showed a median sale price of $244,000 in Tomah, up 13.1 percent from the same period a year earlier. Both numbers sit well under the national average, which means the same BAH dollar buys noticeably more house here than it would almost anywhere else on that ranking list.

Run the math on an actual median-priced home. On a $259,450 home with 20 percent down at a 6.53 percent rate, a rough principal-and-interest payment lands around $1,320 a month, according to a standard 30-year amortization. Finance the same home with a VA loan at zero down, and that payment rises to roughly $1,646 a month before taxes and insurance, since the loan amount is larger without a down payment cushion.

An E-5 with dependents drawing $1,395 in BAH doesn't cover that zero-down payment in full. But compare the size of that gap to what the same rank would face in a market where the median home price is $450,000 or $550,000. The distance between the BAH check and the mortgage payment here is small enough that many families close it with a modest down payment or a slightly lower-priced home, not a second income or years of saved leave.

No Down Payment Changes the Math More Than the BAH Number Does

The BAH figure gets the attention because it's the number printed on a chart. The bigger lever for most military buyers is the VA loan itself. No down payment and no private mortgage insurance remove the two costs that keep most first-time buyers renting for years. In a market where the median home price already runs a third below the national average, that combination does more work than a higher BAH check would in a pricier zip code.

This is also the piece worth having a conversation about before writing an offer, since VA loans carry their own appraisal and property condition requirements that a conventional buyer wouldn't face. Knowing those requirements before touring homes saves a family from falling in love with a property that won't pass a VA appraisal.

A Base That's Investing, Not Winding Down

A low BAH number sometimes triggers a second worry: is this an installation on its way out. Fort McCoy's own construction schedule argues otherwise. The $55.76 million Collective Training Officers Quarters project on post was nearly 80 percent complete as of August 2026 and running ahead of schedule, according to updates from the Army's public affairs office. The project covers two new 48,000-square-foot, four-story buildings, with a contract duration spanning 1,260 calendar days.

Separately, a four-story barracks building near the Fort McCoy Commissary and Exchange is nearing completion as part of what garrison leaders call the 1600 block campus, a set of facilities built specifically for transient training and mobilization operations. Liane Haun, director of Fort McCoy's Directorate of Public Works, described the investment in blunt terms during an August 27, 2026 Garrison Town Hall, saying modern infrastructure is itself a mission capability for an installation built around receiving and housing large numbers of troops.

That kind of multi-year capital commitment isn't the profile of a base scaling down. Fort McCoy supported 109,962 troops in training during fiscal year 2025 alone, a number that includes annual training, major exercises, and battle-assembly training across the Reserve, Guard, and active components. For a family weighing whether to buy near a duty station or rent and wait it out, sustained investment on post and sustained training volume are both signals worth more than the BAH figure on its own.

What This Means for a House Hunt Near Tomah Right Now

The market around Tomah isn't standing still while all this plays out. Homes sold in an average of 44 days over the three months ending June 2026, down from 50 days the year before. Thirty-one homes sold in June 2026, up from 28 in June 2025. That's a market picking up pace, not one sitting soft because BAH happens to rank low here.

A few practical notes for anyone working through a PCS timeline:

  • Get pre-approved before house hunting remotely. A faster-moving market rewards buyers who can move quickly on an offer.
  • Families living within Tomah city limits are zoned to the Tomah Area School District. Other households around Fort McCoy may fall within the Holmen, La Crosse, Onalaska, West Salem, or Bangor districts, depending on address.
  • Confirm current BAH rates for your specific rank and dependency status before budgeting, since the figures above reflect the rates effective January 1, 2026.
  • Ask about VA appraisal timelines early. A tighter local market means less room to wait on paperwork once an offer is accepted.

None of this requires treating Fort McCoy as a bargain-bin assignment. It requires reading the BAH number for what it actually is: a cost-matched figure, not a verdict on the place.

A Few Questions Worth Asking Directly

Does BAH cover the full mortgage payment on a median-priced home near Tomah? Not always in full, especially with a zero-down VA loan on a home at or above the current median price. The gap between BAH and the payment is smaller here than in most higher-cost duty stations, which is why many families close it with a modest down payment or a home priced somewhat below the median.

Can a VA loan be used for a home in Tomah while stationed at Fort McCoy? Yes. VA loans are tied to eligibility and the property, not to a specific installation, so a service member or veteran with entitlement can use one anywhere they're buying a primary residence, including Tomah.

What school district covers a home purchased in Tomah proper? Homes within Tomah city limits fall under the Tomah Area School District. Properties in the surrounding countryside may fall under a neighboring district instead, so it's worth confirming the specific boundary for any address under consideration before making an offer.
